Dell OptiPlex 9010 Power Blinks Orange (Windows 10)

Hello, I bought this refurbished desktop last Christmas, as a gaming pc for my son to play Fortnite, but it has never been able to be used. I'm not sure if it's the graphics card or the power supply. It's a Dell OptiPlex 9010, Intel i5 Quad Core Gen 3, 8gb DDR3, 500gb SATA Hard Drive , Integrated game card, Windows 10 Professional 64bit.
The power button blinks orange. It turns on for a brief moment and then shuts back off. I had reset the power supply before and it worked for about 4 days.. then began doing it again. Now that doesn't work. When I push the button on the back, it does light up green.

The Dell OptiPlex 9010 Mini Tower is a good PC for performing normal functions, but not for modern gaming.
THIS is the specifications section for it.
It comes with a 275W power supply, so a dedicated graphics card would need to be one that consumes very little power.
What's the description of the graphics card in it?
Which Intel Core i5 3.20 GHz quad core processor does it have?
Would it perchance be the 3470?

When the power button light blinks orange, how many blinks are there, and in what sequence?
This is a list of the orange blinking codes and what they mean.

Thank you so much for your quick response. I apologize for not getting back in touch with you sooner, I've been more than busy. But it's an Intel i5 Quad Core: Gen 3. The orange blinks went 3/2. After holding the power button, unplugging & replacing in cord.. it quickly started blinking white and orange. Unsure of what pattern but the fans began shutting on and off.. along with the humming sounds of power supply. I think it is the graphics card that I need. It only has an integrated/ On Board Graphics. If and I have a OptiPlex 9010 inside of a OptiPlex 7010 Tower.

Is it 3 rapid blinks with a pause and then 2 rapid blinks
- or -
is it 2 rapid blinks with a pause and then 3 rapid blinks?

Can you submit an image of the sticker that has the "service tag" and "express service code" numbers on it?

Yes I can. But when you said that it just made me remember that all the front usb ports stopped working right when it started acting up. I had done a hard reset on them and pc. Then it was back running perfect for about 4 days. Now it started the process over

If you do not see the service tag/express service code on the top of the machine, you should see a label on the back of the machine with a 7 digit code.

In my experience, I don't think it will be the 3/2 (USB) issue but to make sure, remove all usb connections and turn on the computer to see if that gets you the Dell logo. Did this computer ever worked?

Other than that, you are looking at a system board, memory, or CPU issue. Memory is one that we can test.

Remove all the memory modules except for the one in DIMM1 slot (the left white one in your image, circled in blue)

Make sure you do not have the power cord connected when taking out the modules. Try only the one, then turn on the machine. If it works then it's possible one of the other memory modules are bad or not the same configuration. If it doesn't work, try another module in the same slot.

For reference, you have this Optiplex 7010

If you are using the USB ports on the back for mouse/keyboard, then try this:

Disconnect the USB connector for the front panel (Number 15 in the image).

Lets see if this will stop the issue of the flashing LED light.

That's weird.
The label in post #1 says it's a 9010.
But the STN in post #6 says it's a 7010.

Oh, okay.
That's explains why one of my 9020's is referred to as a 7020 in its support site.

correct :) the layouts the same, just some hardware may be different spec :) Though the serial number should match the Computer Name.... perhaps the wrong bezel/cover was put on. I have had that issue before on those 70x0 machines.
