My wifes inspiron has problems. When I try to boot on the battery I get

Manufacturing Mode: Level [67]
Press Fn-X to return the system to normal running mode.
No timer tick interrupt.

Fn-x does nothing.

If I boot up with the charger plugged in it may or may not boot all the way into windows, and if it does make it to windows it locks up before you can do anything. Same thing in safe mode.

Ran all the Dell diagnostics.

Pre-boot System assessment: all passed

Express Test: all pass

Extended test: Hangs on Battery Charger test

Custom tests: passed 3 iterations of all except battery charger test, which hangs.

Charger is charging the battery and battery is holding charge, as indicated by batteries onboard LED's.

I have reseated the RAM, HDD, and DVD.

Please help.

This seems like a question for Dell. How old is this machine?

I'd consider resetting the BIOS CMOS to factory defaults to see if that helps. It sounds like you have some sort of hardware failure on the MB.
