If you haven't already done it, I would highly recommend running the Dell diagnostics (boot from the Dell Drivers & Utilities CD, or press F12 at the Dell splash screen and select Onboard Diagnostics) to see if it can find any hardware problems. If the problem happens while the diagnostics are running, then we know it is a hardware problem of some kind.
Another option, if it just a video card/LCD problem, is ti connect a "normal" monitor to it to see if the video problem happens only on the LCD panel, or on both displays. This helps narrow down where the problem is.
