Most of the information contained in IE History is also stored in things called 'index.dat' files, which are not cleaned when you clean History or Temp files.

Index.dat files are closed while Windows is running and so can not usually be viewed or cleaned. You can get a free viewer called @Winspy from here; http://www.acesoft.net/index.dat viewer/index.dat_viewer.htm

There are a number of free programs which claim to be able to clean index.dat files at bootup, before Windows loads. These include CCleaner and MRUBlaster from Javacool, but I'm sure there are many others.
