I too have had this same problem, and have thought for the longest time it was just 'me'! On three differenct XP Home Machines. After choosing the options to clear the History, as well as Offline Content, and Cookies, the list still appears under History. The only way to get rid of it was to reboot.

The option is there it just does nothing.
Some weeks ago I came across a helpful article which said some of my cache was overflowing so to speak. It pointed out various files to empty. It worked but I have lost the instructions!!!!
Presumably my cache is still overflowing!
