Hi,
I have Windows 98 SE on my PC. Is it proper for me to carry out the Defrag and Scandisk in the Safe Mode?

You bet it is. That's the most efficient way to do it. Safe Mode loads only minimal drivers and files needed to operate windows. That way you don't have to disable any background programs which run in Normal Mode and cause ScaDisk and Defrag to keep restarting due to disk write activity.

BTW... Run ScanDisk first.

But, if you are not getting restarts when you run in Normal mode, there is no need to run these apps in Safe mode.
