Create multiple itune libraries

Holding down the shift key and opening iTunes then choosing create library should allow me to create(name) and open a new (blank) library. This new library is where I can add folders and create a new library for a different iPod or iPad. A blank iTunes does not appear but rather an old library does. How can I either create a blank iTunes library or modify the old library that keeps appearing? I am using the current iTunes and windows 7. Any help would be appreciated, thanks in advance.

Yes, I can choose create new lib, choose lib or quit.

so what happens when you create a new library

Itunes will now point to the new library

to change back you need to goto
itunes - with shift key
change and then find the database file for .itl file for the other library to open that library
When I try to create a new iTunes library iTunes should open a new blank library instead when I try, I get the most recent iTunes library that was opened, not a new (blank) library. I have tried numerous times without success, it always opens the previous library used not a new one. My problem may be in my folder structure, I'm not sure.
maybe - whats the folder structure?

what happens when you use choose library ?
