Hi. I want to know, if I bring down my
cpu's temperature to below 30 degrees celcius, will it give the cpu's performance a boost? (I do have the right stuff to lower the temperature). The cpu runs at this moment between 35 and 45 degrees.

I am not 100% sure on this but If it is an Intel then the processor may have something called thermal throttling. This meens that as the cpus gets hotter it slows down to stop it burning out. Lowering the temperature will most likely meen that the cpu can run at faster speeds for longer times. (I think).

35-45 isn't critical in any way so that thermal throttling isn't coming into picture.
You are at very decent temps, if those are full load temperatures (Use Prime95 to 100% load your CPU, use Small FFTs, see temperature after half an hour) If you end up under 50C after 0.5 hour prime95, you don't really need to lower your temps, and won't really benefit anything from it. If you, of course, don't want to overclock, then you'd need better cooling.
