Hello and welcome to TSG!!

Which fan won't spin? The CPU fan?

It sounds like the system cannot detect a boot drive. Can you see your drive in BIOS? Have you been inside the case where you may have knocked a cable loose? Please check, and reseat, the power and data cables on the boot drive (HDD or SSD).

Is this a homemade system or a store bought?

i see the boot in the bios yes and it happened when i changed the cpu
Did you reapply the thermal paste on the CPU fan/heatsink assembly? Is that fan plugged in to a CPU fan connector on the motherboard?
OK, you are going to have to post ALL of your exact system specs; ie exact motherboard, exact processor, etc, etc.

yea the cp

yea i did and yes is connected
When you removed the cooler, did the old processor by chance come OFF with the cooler?

no and i tried putting the other cpu and didn't fix it
You need to post the exact motherboard and the exact processor you are running.
When you change the processor on many motherboards the bios will load defaults. If your drive was mbr and the bios defaults to uefi mode, then it is not going to boot. Same thing going the other way. If your drive was gpt and the board defaults to legacy bios; same thing happens.
Since we have no idea what motherboard or processor you are using, it is very difficult to find a solution.

There is always the chance of knocking something loose while inside the case ie pw connectors, sata cables, etc OR there is the chance you broke something when attempting the processor swap.
