What was the cleaning process
simply cleaning the fan and fins of the cooler or have you removed the CPU cooler etc.
Normally the hard drive is not in a position where it would impinge on cleaning

Have you ensured CPU fan is connected
Also check that fan cable is not - out of place - stopping fan from turning
Post make and full model of computer if it is branded

No , I just cleaned up the fan and then removed the connections of Hard drive and then after cleaning i made those connection again.
and yes My CPU fan is connected and also its spinning.

No
I assembled my PC so let me know if you want any specifications to solve this problem . #ThankYou
If you use F1 to go into setup, there should be an option listed as something like HWMonitor, somewhere. It will show you the temps, voltages, and, in most cases, the fans speed. If the temps seem OK, exit and choose F2 to boot up just to make sure it is working.
If that's OK, shut it down and inspect the cooling fan's power connector carefully. Did you get it on properly and/or is one of the pins bent and/or did you plug it into the wrong connector?
What is the make and model of the cooling part?

So does this mean
No , I just cleaned up the fan and then removed the connections of Hard drive
You did NOT disconnect the fan cable if so it cannot be in the wrong fan connection - there is a marking on the motherboard header - CPU fan
post make and full model of motherboard please.

It may just be that the system cannot detect the fan, although all is working OK
This can happen when you fit a different fan with a different speed rating and the BIOS fan settings need to be changed, but I cannot relate that scenario to what you say you have done

Have you made any other changes or disconnected anything
Have you made changes in BIOS
