Looks to be in DHTML, although you could achieve similar effects with flash..

Hmm, viewed the source, it's mostly plain HTML using <div id= to devide the page up into elements... interesting.

I was going to say its probaly javascript, I'm not sure thouhg, maybe we're talkngi about two different things. Good graphics creation though, not nesecarily photoshop though
