Converting to different file types

..I have a file with some pics in it..but I cant open this file.
Seems the program for this file no longer exists on this computer.

Is it possible to change this file to a file that will open with a program that DOES exist on this computer??
The file I want to open is called a DBX file ..as near as I can tell it requires a program called FoxPro to open it
...[component of microsoft office??]
Can these DBX files be opened with some other more common program?
or can I make a change in the file itself so a different program canread them??

see file extension types

is it likely to be email from outlook??

searching in google dbx + file produced a lot of information about these being outlook express emails.
