Has he downloaded something you know of?
A couple of Control Panel applets not working could be due to corrupted *.cpl files, but there's seems to be more going on here.
First try scanning on line at Trend Micro HouseCall : http://housecall.antivirus.com/
If you come out clean, try restoring Desk.cpl and Sysdm.cpl from your Windows CD-ROM.
