There is a good open source offering called php-multishop.
It can be found at http://php-multishop.com
It is based off php nuke as the portal and oscommerce as the shopping cart.
It can be set up as a mall with any number of shops plus the cms section. All administration is handled in 1 position. There are other options, but this one is pretty well bug free, though oscommerce is getting a little dated (there is a new version in alpha release at the moment).
