Clean Reinstall with pre-installed windows 7

My friend had brought a Toshiba laptop a couple years ago with Windows 7 home premium pre-installed on it (no installation cd came with it and shes not sure if she recieved a recovery cd with it either). Unfortuantely due to the failing on Norton to do its job she ended up with MULTIPLE viruses and adware. I managed to roll back her computer so I could install kaspersky (at first the laptop shutdown when booting). Kaspersky scanned and found tons of other things so it was suggested to do a clean install and reinstall windows.

Ive read on blogs to use the same product key version of windows installed on the laptop by using the recovery partition but what if the recovery partition is infected? Can she buy a new windows 7 service pack 1 installation disk and use that after the harddrive is wiped clean? What are the steps to a clean install if the recovery partition is compromised?
