Changing the speed at which an MPG file plays?

I have the ADS Instant Video 2.0 converter box with the following software: Capture Wizard, DVD Movie Factory, MuVee autoProducer and VideoStudio 7 SE. I know almost nothing about this software.

I want to know if there is a way to change the speed at which the MPG file plays back. I need to be able to adjust the speed of the MPG file so that it looks to be in slow motion. The amount I need to slow it is about 30%. In other words, if normal speed is 100%, I need to stretch it out so that it plays at 70% of normal speed.

Can this be done?

If so, is there a way that I can convert the MPG file so that it plays at that slower speed by default so that if I give the file to anyone else, it will play for them at that slower speed without their having any special software to do that?

From everything I've read and worked with, AVIs are better quality than Mpegs...analogous to bmp vs. jpg.

I use Ulead Media Studio, and it does have a speed adjustment. I also believe M$ Movie Maker does as well. You would have to apply that effect and render the final project. When you render, however, you will then be able to render it into an mpeg.
