Changing the speed at which an MPG file plays?

I have the ADS Instant Video 2.0 converter box with the following software: Capture Wizard, DVD Movie Factory, MuVee autoProducer and VideoStudio 7 SE. I know almost nothing about this software.

I want to know if there is a way to change the speed at which the MPG file plays back. I need to be able to adjust the speed of the MPG file so that it looks to be in slow motion. The amount I need to slow it is about 30%. In other words, if normal speed is 100%, I need to stretch it out so that it plays at 70% of normal speed.

Can this be done?

If so, is there a way that I can convert the MPG file so that it plays at that slower speed by default so that if I give the file to anyone else, it will play for them at that slower speed without their having any special software to do that?

Actually MPEG files are a royal pain in the neck to edit. YOur best bet is to capture your video as .avi files, edit them in any prosumer NLE (all allow slow motion and speed ups) and then render them to MPEGS if you need to.
avi's are of better quality--much large files--Those are the files you get when you capture your DV footage to your harddrive before any additional compression. Check out ScreenBlaster from Sony--it costs about 99 bucks and should do everything you want.
