Can't update Win2K

I have a problem updating one of the network PCs.
It is running Win2K Pro SP4, but recently I have been getting the following message when I try to update:-
To install items from Windows Update, you must be logged on as an administrator or a member of the Administrators group. If your computer is connected to a network, network policy settings may also prevent you from completing this procedure.
I am logged on as an administrator for the network as well as this PC. I can update any other PC on the network (win98 and NT4 SP6), and the server (Win 2K SBS).
I have tried all solutions and work-arounds suggested on the Microsoft site, but nothing seems to allow it.
The only other thing I have noticed, is that I cannot download exe files on this PC.
Can anyone help?
