Can't get above 60 FPS on Call of Duty: Modern Warfare 2

I have been struggling for the past week trying to figure out what is wrong with my computer. Every game that I have installed runs perfectly fine. High settings it doesn't matter. For some reason when I load Call of Duty the game seems to never go above 60 FPS. I have tried everything. My drivers are all up to date, I reset windows as my last resort and that didn't seem to help.
When I am in game I usually run around

25% of CPU usage (Ryzen 7 1800x)
65-70% Ram usage (Vengeance LPX 2x8)
4%-8% GPU usage (RTX 3060 TI)
SSD is steady

Does anyone have a solution that could maybe help me narrow down the problem? I was thinking maybe it's the ram but I just don't know.

Yes, it does matter, since the 22H2 release for Win 11 has caused degradation of gaming performance on a lot of PCs (see this article).

The above suggests that it is a problem with the game itself and/or the internet connection/game servers.

Regarding your hardware;

What brand is the GPU, Gigabyte, MSI or an Nvidea`s own.

What is the brand and model name or number of the PSU.

2 Xs 8GB sticks of RAM is fine as long as it matches the maximum speed that the CPU can handle, what speed is your RAM.
