The best solution is to install third party burner like Nero with InCD or Easy CD Creator with DirectCD and to disable XP's built-in burner support. The built-in support is troublesome.

I've tried Nero InCD with XP burner support disabled with no success. Also browsed #324129 Knowledge Base Article. HOW TO: Troubleshoot Issues That Occur When You Write Data to a CD-R or CD-RW Optical Disc in Windows XP. XP burner support actually did work at one time. Thanks for the tips.

InCD is packet-writing software...notoriously unreliable. Try just burning a regluar data CD with Nero.

If it still won't work, it's possible the burner has gone bad. What you're experiencing is exactly what happened to a customer of mine. His CD writer was only about a year old but nothing we tried got it to write to any kind of blank CD, although it did, and does, read CDs just fine. We replaced it and it worked, including using XP's built-in burning software.
