Instead of typing in 'youtube.com' on the address-bar, try accessing it using this:
173.194.33.67
and for Facebook, use this address:
173.252.110.27
Then provide an update if this allows you to their web-page or not. I assume this might be DNS/Hosts file related, but I am a bit skeptical because other devices connects and at a different hotspot you are able to connect using that address.
Another thing you might want to do is flush DNS, open Command Prompt and enter in:
ipconfig /flushdns
After doing this, try to access Youtube & Facebook normally to see if it allows you.
