I cannot send or receive e-mail.

I can access my email by webmail.

When I check for default email programs, outlook is not listed as an option.

Where do I start?

I don't get any error message.

It actually does not even send even though it says it has.
The files in outbox are still there.

Double check with your IPS for the correct SMPT addresses

it is correct.
i can test it in set up mode.
I get all green check marks.

I'm having exacly the same problem. The Outlook 2003 is the MS Office Trial version which came with the new Dell. Not sure if the behavior has anything to with the version.
