My OS is Windows XP Home edition - upgraded from ME.

When I try to boot, I get the following message: "Operating system not found on any devices."

I am able to enter the Recovery Console from the XP Upgrade CD.

Recovery Console recognizes the Windows installation (It is the only OS on the computer)

I tried to repair the installation using the XP set-up/repair option, but this didn't work.

What should I do?

Hiya and welcome

Remove the case and check to see if any of the cables are loose (no power on). Just to be sure, disconnect the cable from your hard drive to motherboard and reconnect it.

Have you just recently upgraded and nothing else has been put on the machine, as in hardware? If so, try removing them and see if that helps. They may not be compatable.

Can you start in Safe Mode?

Make sure you don't have a CD or floppy in the PC and try again. Is the problem persists check the Boot Sequence in BIOS Setup. If that does not fix the problem the hard drive may gave become corrupted. Boot with an old 9x/ME boot disk and run ScanDisk.
