Can I use Plain RAM/RGM RAM-plain RAM/RGM RAM?

This applies to a new build.

1 Can I use plain ram and RGB together? (slot 1 8gb plain, slot 2 8gb rgb, slot 3 8gb plain, slot 4 8gb rgb, total = 32gb) I just want a little bling :)
2 Also what is "white" rating on a psu?

1) As long as they are the same memory type, rgb doesn't matter.
2) I've not seen a "white" rating. Depending on usage, I would recommend a tier I (gaming/heavy use) or tier II model> https://www.gamingscan.com/psu-hierarchy/
2 Also what is "white" rating on a psu?
It's a tier below bronze rating that some manufacturers use.
Essentially it means nothing other than assigning it a colour for marketing purposes.
