To start System Restore, click Start, point to Programs, point to Accessories, point to System Tools, and then click System Restore. Or, in the Help and Support main screen, click Use System Restore under Fix a problem.

ok, but I can't even to get desk top, it hangs before windows evers gets loaded, as if it had a floppy in it, I cannot even get to bios setup

(tap F8 once per second during a restart; Choose option number three (3) in the Windows Startup dialog box using the arrow keys below the Delete key, and strike the Enter key; Click Ok when prompted)

Then:

in the Help and Support main screen that appears, click Use System Restore under Fix a problem.

System Restore is only available in Windows Millenium. It helps to know what Windows version you have.

If you have Win98 you can restore a prior registry thusly: Press and hold the ctrl key as the computer starts. Wait for the "startup menu" to appear and select the "command prompt" option. From the c:\> prompt enter:

scanreg /restore

use the arrow keys to select a prior started registry.
