blue screen recovery loop

hi im running a hp note pad touch and windows 10 i have since i got it yestereday it started crashing repeatedly the died when i fully charged it it came up with a blue scree to select my language followed bye a prompt of either trouble shoot or shutdown . shutting down restarts tthe process and trouble shoot has 6 items system restore witch fails and asks to restart with an OS selected then there start up repair whtch loads attempts to fix the proble then ultimatley reboots to recovery again then sytem image with dont have one so and go back to previous version witch aalso fails due to never running a previous version then theres command promt witch i dont understand how to use then uefi firmware settoing witch bring me to the boot menu f11 would bring me on start up just with no reset options anywhere
