Blue screen afer inserting DVD

If windows XP Pro has been rebooted without a DVD in the drive, then when I attempt to insert a DVD, windows crashes (blue screen: IRQL not less or equal; stop: 0X0000000A (0X0000000B0,0X0000000Z,0X00000000,0X804EA44F) When you send error report, Microsoft says the problem is with a driver. When windows reboots after the crash, with the DVD in the drive, then Power DVD opens and plays the DVD without problem. I can also remove the DVD and insert others and play them without problem. Only if windows is rebooted without a DVD in the drive does the problem return. I Am using Power DVD version 5 with latest patch. Plextor PX-708a drive (also have a Pioneer DVD drive; problem is the same if using that drive), ATI 8500DV allinwonder videocard, C Media sound chip on Soyo p41 Fire Dragon mother board, Pentium 4-1.8, I gig RAM. Sounds like conflict with DVD drives. Go to device mgr and disable one of your DVD drives and see if it works right then.
