Perhaps someone might have a very simple solution to this problem.
The grand kid might have did something to cause this also?
When I boot my daughters windows ME on a Del dimension 2100?
the dell logo comes on the windows screen comes on then the screen stay a deep blue
We checked the monitor on another computer it works well.
I can move the Icon all over the screen and I can click into the lower left hand corner and get the hour glass
I can also press the delete button on startup and get the set up screen
and that all we get.
any simple ideas will help I will say i'm now computer guy.

Since you have no idea what your grandchild did to that computer, you might try to restore it to a previous restore point by using the Windows ME System Restore feature. Hopefully it hasn't been disabled and hopefully it works correctly.

this is not my computer but I must ask to restore is this a disc ?
perhaps I can buy a book on this?

Turn on the computer, then keep tapping the F8 key without stopping until the black menu screen appears. Select the option to start in safe mode. Once the desktop loads, go into System Restore and select a date prior to when the problem started.
