Beeping boot problem on HP Pavillion

I have an intermittent failure to book. When this happens, the computer beeps constantly but does not turn on. If I turn off the back-up power and wait a few seconds, the computer boots OK when I turn it on. What is going on? Is this a serious problem? If so, how do I fix it?

I am using an HP Pavillion 8755c with Pentium III and 384 MB RAM. My OS is Windows XP Home Edition.

Check to be sure the video card (if it's an add in card) is secure in it's slot, also take out the ram chip(s) and reseat them.
