Automatic Repair stuck on black screen with cursor

I attempted to use my Dell laptop this morning and when I booted it up, it went directly into Automatic repair mode, but got stuck on a black screen without anything happening. After a couple seconds, a cursor appears that you can move around, but still nothing else but a black screen.

I have tried to get into Windows Recovery mode so I can do a safe mode boot, but I cannot manage to actually get to Windows recovery by holding the power button during the boot process and repeating 3 times.

A few times while attempting to get to Windows recovery, it did run a hardware check and no problems were found.
