Attenuation on a fiber line ?

Is there such a thing? Fiber tech is here hooking me up and signal strength is out of spec. Its reading -40db when it should be normally -17db or lower. Im less than 100 yards away from where my line hooks into the cabinet. Any fiber guru's in here? He promises he will get to the root cause even if he has to get a few other techs to come out and troubleshoot.

Could be bad fiber, did they put in a new line to confirm?

Yeah, we just got fiber in my town. Apparently its been traced back to the other end where they terminated the cable about a 100 yards upstream from me. The tech is reporting his findings and they will be back to check into that end of the splice.

Yikes! Not a good start of the service... hope they get it fixed soon?
