I am trying to play mp4 files from my computer, but lately the videos will not start on Windows Media Play. I get this error message: "the app didn't start." What is going on? I have Windows 10.

Don't know if MS considers Windows Media Player a part of the OS, but open a command prompt and try this:
sfc /scannow
sfc /scannow
Windows 10 doesn't support mp4.

Two choices: download some codecs to use WMP or install another player that plays everything and includes all the codecs.
I have used VLC for decades in Windows. I also use it on my android devices.
