Accessing networked printer from AP or Router but not both

Can't figure out why I can print to printer from my upstairs laptop, but not from my downstairs PC, when both computers and the printer are on the same wireless network (same SSID, same security) consisting of wireless router downstairs (channel 6), hard wired to Access Point upstairs (channel 1).

Downstairs Set Up (Belkin F9K1002)
- DCHP on 192,.168.2.11 to 192.168.2.100
- LAN IP 192.168.2.1
- Gateway 192.168.0.1

Upstairs Set Up (D-Link DIR 505 in AP mode)
- DCHP off
- static LAN IP 192.168.2.10
- Gateway 192.168.2.1

Printer (Samsung SCX-4623FW)
- static IP 192.168.2.6
- gateway 102.168.2.1

When the printer connects through the strong signal of the DLink upstairs, I can print from the upstairs PC which is also connected via the DLink, but not from the downstairs laptop. When I turn off the DLink, and upstairs printer, laptop and downstairs PC all connect thru the Belkin, albeit with a weak and intermittent signal, I can print from both laptop and PC

So it seems that the downstairs laptop connecting through the Belkin downstairs can't see the printer upstairs when IT is connected through the DLink upstairs.

Probably a pilot error as I'm a networking novice. Anyone see my mistake?

Please show for a PC connected to the Belkin and for one connected to the D-Link ...

Open a (black) Command Prompt window:
Hold the Windows logo key and press r; in the Run box type cmd and click on OK.

Type the following command:

IPCONFIG /ALL

[Note that there is no space between the slash and ALL.]

[Press ENTER after each command.]

Right click in the command window and choose Select All, then hit Enter.
Paste the results in a message here.

If necessary use a text file and removable media to copy the results to a computer with internet access.

Good news: both ipconfig /all outputs look good.

Bad news: both ipconfig /all outputs look good, hence I don't see any problem.

Maybe better news: while pondering this I finally realized something about your network "hiding in plain sight." Your Belkin router may have an "isolation" feature that prevents devices connected to its wireless from accessing devices connected to its ethernet. Note that from the Belkin's point of view the D-Link and anything connected to the D-Link is connected to the Belkin's ethernet. However, I couldn't find anything about this in the user manual. I suggest that you sniff around the configuration pages to try to find anything like this; also make sure that the PC is connecting to the Belkin's "regular" Wi-Fi, not the Guest Wi-Fi (which is surely blocked from the ethernet and the regular wireless network).

I have another device attached to the Belkin wirelessly (inkjet printer) and I can access that from the laptop via the DLink so I think that rules out the "isolation" issue.
Why? From the Belkin's viewpoint that is an ethernet device accessing a wireless device.
Ah....ok.

Well can't find anything on the setup that mentions isolation etc. I did see 802.11e/WMM QoS is on. Should it be?

Just browsing around on the PC that can't see the printer, and I found in the Windows Firewall Settings some choices about ICMP. Allow incoming echo request is the only one checked. Would any of those settings make a difference?
