All water cooling is better than air to remove heat but there are very few ready made one that are efficient,and if you by one only attempt to cool you cpu .that is their limit.
What I recommend you do is go to this site join the forum and read all you can.when you have gleaned a little knowledge then ask your Question.These people are the tops in PC cooling

How hot does your system run? If it is getting much above 50C, you probably do not have the hsf installed correctly.
I am not a fan of water cooling, however if you are going to buy that system in your link, I would go with newegg since it is about $21 cheaper for the same item.
