Actually found out its an AMD - Athlon X4 845 3.5GHz Quad-Core Processor, and it has an integrated graphics card in it, does it not? I always thought you don't need a GPU plugged in for a successful boot. 5 short beeps is a processor failure according the manual on asrock's website. The gpu itself does not require any power connectors as well.I would check the graphics card is properly seated in the slot

I'm such an idiot. This whole time I thought it had an integrated graphics card, which is why I plugged the VGA into the mobo itself. Just plugged the VGA into the actual GPU and now I get the BIOS splash screen. Thank you so much.See my post above please
That CPU does not have integrated graphics.
