Does windows recognize both drives when connected individually? Have you tried to put your HD's on seperate channels and making your optical drives slaves on both channels? This supposedly helps performance too.

2 Optical Drives under Win XP
I have a computer here - I have installed a second CD Drive (a cd-rom, to jjoin the current CDRW).. Now the problem is only the secondary master drive works - no matter the combination (slave/master, primary/secondary) I cannot get both drives going - it's always just the primary master that works. After booting off a startup disk both drives work fine in DOS.. But they arent found In windows device manager... Any help??
